Site Rules

1. Foreword

1.1 These rules are drawn up by the Overstone Management Committee, (herein referred to as 'the OMC', and apply to all persons using Overstone Camping Ground (herein referred to as 'the Site').
1.2 For members of the Scout Association these rules are supplementary to the rules of the Scout Association (Policy, Organisation & Rules, POR (current issue), and are in no way meant to over-ride those rules.

2. General rules of the site

2.1 The fire assembly area is designated as outside the front of the main toilet block in the top field.
2.2 The security gates at the entrance to the site must not be left open or unlocked if unattended.
2.3 Due respect must be shown to neighbouring properties, and other users of the site.
2.4 Some means of identification must be carried at all times (e.g. identity card or neckerchief) and be produced if reasonably challenged.
2.5 No excessive noise should be made between 11.00pm and 8.00am.
2.6 Although dogs are allowed on site, owners must keep them under control and on a leash at all times. The use of the site solely for the exercising of dogs is forbidden and any dogs. mess must be cleared up by the person in charge of the animal.
2.7 Open fires must only be lit in designated areas and must be extinguished prior to departure.
2.8 No turf is to be cut in any of the fields or any of the communal areas.
2.9 Users must respect all areas of the site, and no damage should be caused to any boundary fences or individual group sites.
2.10 Certain powered maintenance equipment, such as grass cutters and strimmers should be used by suitably trained personnel only.

3. Incident / Accident Procedure

3.1 Any incidents or accidents are to be reported to the duty warden, or if not present to their appropriate Scout District Representative. Other groups should notify the OMC via the Booking Secretary.

4. Duty Wardens (when in attendance)

4.1 Users of the site should notify the duty warden on their arrival, and at their departure.
4.2 Any potential hazards identified by the user should be notified, as above, for entry into the Site Hazard Directory and for an appropriate risk analysis to be carried out.

5. Vehicles

5.1 The speed limit on the site is 5 MPH.
5.2 The main car park is adjacent to the Pack Holiday Centre and should be used whenever possible.
5.3 Vehicles should not be driven on the grass areas to the front and sides of the Pack Holiday Centre, to avoid damage to the various buried pipes and services.
5.4 Motor Vehicles should not go beyond the turning area behind the Chapel and compound in Blackthorn Wood, unless necessary for loading and unloading of equipment.
5.5 No motor vehicles are allowed to park on individual sites.
5.6 No unnecessary movement of vehicles should occur on the site between the hours of 11.30pm and 6.00am.
5.7 Motor vehicles being used on site must be road-worthy and have current insurance.
5.8 Only holders of the relevant statutory license may only drive motor vehicles on site.

6.Envionmental Issues

6.1 No trees should be felled or cut without the agreement of the OMC.
6.2 Water courses should not be changed or restricted.
6.3 Rubbish should not be left on sites, but should be bagged and placed in the bins provided, by the gates into Blackthorn Wood.
6.4 Materials brought to site for activities should be cleared away at the end of such activities.
6.5 Water taps should not be left to run excessively and washing-up under standpipes or within toilet facilities is prohibited.
6.6 Flora and Fauna on the site should be respected at all times and nesting birds should not be disturbed.
6.7 The planting of trees and bushes by users of the site must have the prior agreement of the OMC and only species in keeping with the copse nature of the woodland will be considered acceptable.

7. Activities / Facilities

7.1 The rifle range can only be used through arrangement made with the designated District Range Officer, and its usage must comply with the Scout Association rules governing firearms.
7.2 A responsible adult must supervise activities over the bomb-hole in the bottom field.
7.3 The activity pool in Blackthorn Wood is out of use and the fenced-off area is Out of Bounds.
7.4 Camp Fires are to be encouraged, in the designated Camp Fire Circle, and they should be made open to all members on the camp at the site.
7.5 The Chapel in Blackthorn Wood is consecrated ground and should not be used for activities other than those which it is intended for i.e. private meditation and prayer, or organised Scout's Own Services.

8. General Building Rules

8.1 No smoking is allowed in any of the buildings on the site.
8.2 All buildings are to be left clean, tidy and secure after use. All windows and doors are to be locked if applicable. All furniture and equipment returned to its appropriate storage area.
8.3 Any damage or breakages to any of the buildings or their contents must be reported as per incident/accident procedure, and may be chargeable.
8.4 Users of buildings should be conscious of the need to conserve energy and should not leave taps dripping or lights on unnecessarily.
8.5 All users should ensure that buildings are locked if they are unattended.
8.6 Any incident concerning building keys being lost must be reported immediately as per the incident/accident procedure.
8.7 Only Blu-tack or a similar property non-marking substance should be used to affix posters or other materials to the walls, in order to avoid damage to the decorated surfaces. Excluded from this are official site and statutory notices, and on designated notice boards, where pins may be used. On no account should any type of adhesive tape be used for these purposes.
8.8 Supplementary instructions may be exhibited within each building when necessary and should be adhered to.
8.9 Organisers of groups should identify the fire escape and assembly points to all users at the start of activities.
8.10 Fire exit routes must be kept clear of obstruction at all times.
8.11 Fire extinguishers must not be moved from designated positions, unless for use in an emergency.
8.12 The internal temperature of any refrigerators should be recorded twice a day and details entered in the log book provided.
8.13 All equipment provided with the buildings including but not limited to furniture, cooking equipment and utensils are provided for the use within the particular building in use only.
8.14 Only soft foam balls are permissible for games use, within buildings due to the risk of damage occurring to light fittings and windows, etc.
8.15 Stacking chairs should not be left stacked more than three chairs high due to the risk of toppling.
8.16 Incidents of bed-wetting should be notified as per the incident/accident procedure.
8.17 No naked flames or stoves are to be used within buildings, other than the gas stove and heaters provided.
8.18 The Radio Shack is operated by Northampton Scout Amateur Radio Group (N.S.A.R.G.) and is only for use by persons authorised by them.
8.19 LODGE ONLY The gas cylinder is stored inside the building when not in use, once the building is occupied this cylinder must be moved to outside of the building and connected to the pipe provided.
8.20 There are other buildings and areas on site such as the workshop, equipment store, pump house, compound, etc, which are used for purpose of maintenance of the site and, as such, are only open to members of the maintenance teams or others under their supervision.

9.0 District Group Sites

9.1 Sites must be maintained to a reasonable standard.
9.2 Boundaries of Group Sites must not be altered without the agreement of the OMC.
9.3 Use of any other Group's Site for camping or any other activity must be agreed beforehand with the relevant Group Scout Leader, and is not chargeable.
9.4 Users of the site must respect other Group's sites at all times and no damage should be caused to them whatsoever.
9.5 With the exception of Gateways and boundary fences, all other permanent structures must be agreed by the OMC. Written request including sketches and drawings of the project including type of materials to be used should be sent to the Chair Person of the OMC. No work should commence until the Group concerned receives written consent from the OMC.
9.6 Barriers are fitted at the entrance to tracks leading to Group Sites, when locked vehicle access to Group Sites is prohibited.
